Test At NIJ-Certified Lab Validates Pinnacle Armor's Six-Year Warranty!!! |
United States Test Laboratory in Wichita, Kansas, last week (August 20) tested nine separate, serialized Dragon Skin SOV-2000 (Level III) ballistic body armor panels that varied in age from 5 years-9 & 1/2 months to 6 years-8 months. The purpose of this test was to validate Pinnacle Armor's six-year warranty for Dragon Skin products.
All Dragon Skin items met the NIJ-specified criteria for Level III ballistic protection, and did so by significant margins. Test results confirmed Pinnacle Armor's six-year warranty for full ballistic protection over the period of the warranty.

The Department of Justice (DOJ) has now joined the Army acquisition mafia in attempting to deny America's Grunts an honest chance for determining just what is the "best-available" body armor. In a flagrant abuse of discretionary authority, the DOJ's Office of Justice Programs has intervened in an unprecedented way to promote and support the obstructionism of the Army's acquisition mafia -- the common objective being to prevent Pinnacle Armor's Dragon Skin body armor from receiving a full and fair technical assessment.
Through its subordinate office, the National Institute of Justice (NIJ), OJP has demonstrated an appalling willingness to sacrifice its heretofore vaunted reputation for scientific objectivity for some hidden bureaucratic agenda that places the lives of domestic law enforcement officials in severe jeopardy.
Just as the Army acquisition mafia has proven its willingness, even eagerness, to protect its current Interceptor body armor program at the expense of lives and limbs of our great frontline troops, so has OJP/NIJ now proven that it is willing to do the same -- sacrifice frontline law enforcement to protect favored programs and the hundreds of millions of dollars funding them.
The Military Industrial Complex has succeeded in obtaining DOJ/OJP/NIJ collusion in an effort than can only cost more lives and limbs. While favored contractors and their congressional enablers have ever reason to smile at the Army's successful recruitment of a new Executive Branch co-conspirator, this blatant and heavy-handed intrusion by OJP/NIJ may well prove a Pyrrhic victory.
Key details are enclosed. This is a complex matter at best, and the new terms and acronyms will certainly be confusing. That's the way large government programs are, even honest ones. For those programs corrupted by the special interests seeking to loot the public treasury, this complexity is one of their favorite and time-honored factors in forestalling scrutiny by the Congress, the media, and an informed, aroused citizenry.
This is the way the MIC and its allies like it. If the average American civilian can't understand the jungle of strange terms, unique procedures and clever spin from the government flacks, those on the banks of the Potomac who profit from hidden corruption have little to fear from being held to account.

DefenseWatch has obtained results of an yet another independent technical assessment that directly refutes specious claims made at the June 6 hearing before the House Armed Services Committee that Dragon Skin failed to meet Army specifications for personal body armor at "high temperatures."
This is great news for America's Grunts, and some bad news for the Army's acquisition mafia -- Pinnacle Armor's Dragon Skin passed a recent "High Temperature" test at the Aberdeen Test Center that followed precisely the ESAPI First Article Test (FAT) protocol for extreme high temperature.
Before getting into specifics, here's the final result:
Two Dragon Skin Level IV panels (slightly larger than the standard ESAPI plate) took four & five ESAPI-FAT specification shots respectively, after high temperature exposure/conditioning, and defeated every shot.

Editor's Note: Jim Magee, Colonel, USMC (Ret.), was one of the two witnesses prepared to present favorable testimony for Pinnacle Armor's Dragon Skin® to the House Armed Services Committee hearing on the 6th of last month, but he was unable to be present due to the short notice he was given. Gen. Wayne Downing, US Army (Ret.) was the second such potential witness similarly treated. (Sadly, Gen. Downing passed away unexpectedly just a few days ago. May the soul of this great American patriot-soldier Rest In Peace. He was the most uniformly respected four-star flag officer that I can recall from my 44 years of "paying attention," and while I don't recall discussing him with Hack, I have to think Gen. Wayne Downing is as close to the antithesis of Hack's detested Perfumed Prince as we're likely to see for a long time.) Editor's Note:On June 6, 2007 the House Armed Services Committee held a hearing on Defense Body Armor Programs. The hearing lasted nearly four hours and DefenseWatch is preparing a series of reports on the hearing and related issues. There appeared to be consensus by the end of the hearing for the need to hold independent tests of Pinnacle Armor's Dragon Skin and the Interceptor system, but this is not certain, and the Army strongly opposed any "side-by-side" comparative testing of the two systems. (More about this specific issue in later DefenseWatch articles.) Well, folks, sometimes things move much faster in Washington than experience would lead one to expect. This happened Monday and yesterday (May 21 and 22) when Sen. Carl Levin and Sen. John McCain, Chairman and Ranking Minority Member respectively, of the Senate Armed Services Committee short-circuited the public dispute between the Army acquisition mafia and NBC News about recent NBC reporting (assisted by SFTT and DefenseWatch) that showed Pinnacle Armor's Dragon Skin performed "significantly better" (the words of retired Army Gen. Wayne Downing) than the DOD issued Interceptor Body Armor system in the first-ever comparative "shoot-off."
SFTT/DefenseWatch have had as our final objective on the body armor issue for over a year and a half: "best-available" body armor for America's frontline troops, and as the first intermediate objective we have called for full and fair ballistic tests of all feasible body armor systems to determine what is truly "best-available." Once such testing takes place, America's Grunts and their families and friends will finally have a definitive answer to the question as to what body armor these great defenders of freedom should be wearing on the killing fields in Iraq and Afghanistan.
Based on our own intensive and extensive research, we believe Pinnacle Armor's Dragon Skin is superior to Interceptor, and we're confident full and fair tests will confirm this to be the case. Now, let's just hope that the called-for tests can be done quickly. Every day that our great troops are not wearing "best-available" means more unnecessary, more preventable deaths and wounds. Rebuttal: Murray Neal Comments on the Army "Information Paper" |

President's Note:Much attention is being paid to the Army acquisition mafia's counterattack on the piece by Lisa Myers (Senior Investigative Correspondent) that aired May 17 on NBC's Nightly News with Brian Williams, and the follow up pieces that have aired on MSNBC. Anticipation builds for the Dateline show of May 20 where much more detail will be provided about the recent comparative test of Pinnacle Armor's Dragon Skin and the Army's Interceptor. I expect the video to be riveting. It will also bring up one of the essential facts to consider when trying to make sense out of the directly contradictory claims of:-- those who believe Dragon Skin is superior to Interceptor (I'm a member of this crew, if anyone had any doubts), and
-- those who believe the Army acquisition generals' claims that Dragon Skin failed objective, honest Army tests, and "failed miserably." This essential fact is simply that until Dateline airs its video, there is not a single frame of video of Interceptor being tested by shooting high-powered military rifle rounds into its ballistic protective plates, while, on the other hand, there is plentiful video of Dragon Skin being shot by such rounds in various tests where Pinnacle Armor's only role was to provide their vests for testing/shooting (and in one case, "grenading.") But the Army acquisition mafia are trying the classic misdirection play -- resurrecting old specious claims that Dragon Skin was fairly and fully tested in May of 2006, and suffered "catastrophic" failure (in the words of BrigGen Mark Brown, head of PEO-SOLDIER). [NB: I cannot pass up the chance to point out that Brown was caught by Lisa Myers as not knowing that the Safety Of Use Message had been issued by the Army in March of 2006, two months before the May test of Dragon Skin, which the Army claimed was the reason for issuing the SOUM in the first place!! Right, Brownie, you had little credibility before, and now you've got zero after confirming the Army acquisition sequence was "Ready, Fire (issue the SOUM), Aim (do the test to justify the SOUM)." -- For readers just joining this debate, the SOUM prohibited any soldier from wearing Dragon Skin -- by name -- and ordered those already possessing Dragon Skin, which had been purchased at their own expense, to turn it in for shipment to PEO-SOLDIER.] Last September and October the Army finally put on paper (but NOT "official" paper) provided to congressional offices, some of its previously verbal-only charges about Dragon Skin's performance at the May 2006 test. DefenseWatch obtained copies of two interesting documents, each labeled by someone as an "INFORMATION PAPER." There were only minor and basically insignificant differences between the two versions. DefenseWatch passed a copy to Murray Neal, CEO of Pinnacle Armor, for his comment. What follows is Neal's rebuttal, point by point, to the specious charges. (It's worth repeating that the entire test was video-taped, and the Army has to date, not released one frame of the extensive video record, or one page of any "official" document regarding the test.)

Tomorrow morning, Today will air a piece, and Sunday night, Dateline NBC will air a longer piece, with much more detail about the comparative test NBC News conducted -- the first true comparative test of Interceptor Body Armor and Pinnacle Armor's Dragon Skin (SOV 3000 Level IV). I am "deeply embarrassed and greatly humiliated" to report that I have lost/deleted the superb report from a military surgeon who'd had two tours in Iraq. So, with no valid excuse to present, I am asking this officer to please send his email again, or send a new one with the info from the earlier one. I recently watched a superb testimonial to the medical treatment afforded our wounded and injured warriors. It was an HBO DVD, "Baghdad ER." The last casualty treated was a strapping Marine with a "chest wound." Unfortunately, in spite of every effort to save his life, this gallant young American died shortly after the initial surgery. As I watched the DVD, I knew many of our great fighters could have survived, or not even been injured if they had been wearing the 'best-available' body armor, instead of the inferior government-issued Interceptor with its rigid (read that "brittle") plates and severely limited protection. And then the obvious hit me -- you folks in the initial treatment centers know exactly who was shot through a SAPI plate, or even an ESAPI plate. So -- to anyone out there, who has first-hand, eye-witness information on casualties shot through their Interceptor plates, please contact me at sfttpres@aol.com. This includes cases where the plates may have stopped the first round, but failed to stop subsequent shots. (If you know of SAPI or ESAPI plates stopping multiple rounds, we'd like to hear from you, too.) All respondents will be granted full confidentiality, but must be willing to provide enough identifying information to establish bona fides. Anonymous responses will be ignored. Please, those of you with this information, think about the consequences of your continued silence. As you read this Update, please keep in mind SFTT's Final Objective: the "best-available" body armor for all of America's Frontline Troops. DefenseWatch readers are all too painfully aware that the Pentagon currently issues demonstrably inferior body armor when superior body armor is available, and that based on extensive research, SFTT believes "Dragon Skin" (manufactured by Pinnacle Armor of Fresno, California) is the "best-available." It is important to emphasize that SFTT wants all feasible body armor alternatives fully & fairly tested. (If there is a "better" body armor than Dragon Skin out there, we want to hear about it, and hear about it quickly because lives of America's Grunts are at stake.) DefenseWatch has confirmed that the oft-rumored GAO investigation into the scandalous body armor situation is indeed underway. While the overall GAO inquiry is looking at the broad area of "force protection," specific interest is on issues relevant to both the body armor which has been actually issued to our frontline troops, and that which could have/should have been issued.

President of Pinnacle Armor Responds to Four Questions about NIJ Certification, & Related Issues
President's Note: Over the holidays I thought that DefenseWatch should provide some additional information on Pinnacle Armor's Dragon Skin body armor and the recent certification by the National Institute of Justice (NIJ) that the Level III version of Dragon Skin had passed their test. Given complicated schedules on both ends, I decided the best approach was to submit four written questions to Murray Neal, the President of Pinnacle Armor, and give him the chance to respond via email. What fallows is both background information and technical data that will allow you, the reader, to better place into context what has prevented Dragon Skin from gaining such certification sooner, the major technical issues, and what the immediate future should bring. Gutsy NCO Asks The Hard Question In Letter To Editor Of Stars & Stripes (Pacific): Why Are America's Grunts Being Sent To Fight & Die While Wearing "Flattened Soda Cans" Body Armor? Editor's Note: The 2 Nov 06 issue of Stars & Stripes (Pacific) had two letters to the editor dealing with the issue of "best-available" body armor. First, a very gutsy SSGT David Anderson (no service listed, but assigned to an air base in Iraq), questioned why US troops are not being issued Pinnacle Armor's superior Dragon Skin. (In the case of the Army and too many Marine units, our combat troops are forbidden to use even privately purchased Dragon Skin!) There follows a reply (of sorts) from Army MajGen Jeffrey Sorenson who ignores entirely SSGT Anderson's questions about why the superior Dragon Skin is not issued, or permitted. Hack would have loved to watch this NCO stick it to the Perfumed Princes, and have been enraged (but not surprised) at the pathetic and disgraceful attempt of PP Sorenson to deflect attention from where it belongs -- America's Grunts deserve the best-available body armor. I think it's worth sharing. s/f, RogAn article “11 U.S. Troops Die Inside Iraq” in the October 19 newspaper prompts me to write you. The article goes on “So far, 70 American troops have been killed in Iraq this month. If the death toll continues at this rate, the monthly tally would be the highest since November 2004.” Many have died due to IED’s and small arms fire. Recent tests have indicated there is a superior body armor (Dragon Skin from Pinnacle Armor) available which not only is effective against small arms fire, but also shrapnel from IED’s. (Note: Dragon Skin is used by President Bush’s Secret Service detail.) It is important that our troops get the best commercially available body armor!

"The Last Straw" - Kabul Soldiers's Shocking Report
Just thought that you and your readers might want to know what's been going on in the capital of the "other" war here in Kabul. I am a [ deleted ] for the [ deleted ] unit tasked with protecting the Theater HQ in Kabul, Cp Eggers. | Sir, As a Marine and now a P.F.C. (proud f#$@ing civilian) it bothers me to know that if I send an employee to do a dangerous job with substandard safety equipment that I can be held liable for the injury or death under the laws of this country. That being the case why is it that the leaders who send our troops into combat with substandard equipment which have failed many times causing injuries and deaths fail to be held accountable. To them its a numbers game, to us its a loved one who has to rebuild their life around their disability or worse - come home in a box leaving a devastated family to deal with a hole in their lives and hearts -- Father of an Army combat engineer who just shipped out (with not the best body armor). |
